Read the rest of this thread. You will see in there that it is stated, there is NO product that does this. It's like translating gear ratios into English, and using gear teeth to do it.
IR codes are groups of codes (256 per group) which a manufacturer has used, choosing according to no established principles which codes do which functions. 232 codes are a different style of naming commands, which the receiving device interprets to do what has been commanded. There is ZERO relationship between the two things.

I need to control multiple AV devices via computer. I currently have control via RS-232 for (2) Tascam CD Players, Denon DA-7100 Surround Preamplifie, Christie Roadster 12K projector and more... I use usb to (8) serial port adapter. I also have
AMX AXB-IRS4 Serial to IR box. Looking to control (2) Icecrypt Satellite Receiver STC6000 HD PVR and Sony BDP-S360 Blu Ray Player both of which are IR only.
Am I on the right track? What hardware/software should I look at? Thanks
I cannot comment on the hardware you have ,but one of the Xantech devices mentioned in this thread can sort of get you there. For each of several Xantech RS232 commands, unrelated to the 232 commands for the devices you have, you teach IR codes to the device. Then when the device receives one of its 232 commands, it spits out the IR code you have taught it. It thus does not convert from the AV gear's 232 to the AV gear's IR, but instead uses ITS OWN 232 commands, to which you randomly assign meaning, to delive the IR commands which you choose for it to deliver.
