Nothing to do with the FCC Reverse/Forward Auction, yesterday, the FCC reinstated the 50% UHF ownership discount rule, which was (temporarily) eliminated in September 2016.  This rule gave broadcast group owners the ability to tally the coverage areas of their UHF stations at 50% of what it actually is.  There is currently a 39% coverage limit imposed on every broadcast group in the U.S..

     This rule change and the possibility of eliminating the 39% limit is sending Sinclair Broadcast Group on a purchasing spree of other groups.  Sinclair is buying Bonten's 14 stations for $240 million.  Sinclair is also trying to buy all of Tribune's stations.

Under the heading of AQUIZITIONS, former owner of WBNF-CD Buffalo is selling two of its twelve stations.

     KFTL-CD Palo Alto, Calif. (DMA 6), is going to Poquito Mas Communications for $2,850,000 and WMKE-CD Milwaukee (DMA 35) to Milwaukee Media for $650,000.  Both stations are principally owned by Terence E. Crosby and Randy E. Nonberg.

     Expect WBNF-CD (now owned by another hedge fund HME) to be sold and change programming after the disappointing Reverse Auction outcome.

I see that WIVB will be technically "going off the air" on their current frequency. Their will share "bandwidth" with WNLO which transmits from Grand Island.

Under the current rules, LPTV and translator stations operating on their current channels must shut down if they are notified that they will cause interference to new wireless operations.

Affected groups must prepare and submit two FCC documents July 12, 2017.
 
Are upgrades to ATSC 3.0 eligible? — Broadcasters may use the repack process as an opportunity to upgrade their station’s facilities, and that is OK. However, as Cicelski points out, “they will be required to pay the out-of-pocket difference between the amount the station could have paid for new equipment comparable to the setup a station used pre-repack, and the amount actually paid for any subsequent voluntary equipment upgrades.”

     On Monday, the Incentive Auction Task Force and the Media Bureau announced the availability of information on the FCC’s website reflecting updated post-auction transition files available for download. The commission said files will be updated on a rolling basis whenever there is a phase change request granted. Such a change will require modification of one or more of the post-auction transition files issued as part of the Closing and Channel Reassignment Public Notice (e.g., the grant of a station’s requested change to its transition phase). The FCC will update the transition files within a few days of any granted change and ensure that the date of the update is reflected in the files. The commission noted that not every file will need to be updated for each granted change.
