There are two way scripts written for the Pronto's for lighting, Dynalite, Clipsal, Lutron etc , but im not sure if any off them can tell you is a lamps is Blown,

If its just one room wont you see if the lamp has blown?

To Detect remotly if a lamp is blown , you would need to to Current measurement on each circuit of lighting.. more hardware and more Pronto script to be written , if you have deep pockets it can be done :)
