One way to do this would be using the NEVO software. Go to www.mynevo.com for more info. However, I need to warn you.

You might not like using a Pocket PC as a remote. Pocket PCs do have an IR transmitter but they are low power compared to the transmitters inside a dedicated remote. The transmitter inside a PPC is used to communicate with another device over short distances (1ft or so) not to beam the signal clear across a room.

However, I hear some newer PPC's have been incorporating better IR transmitters. Still not equivalent to a dedicated remote but better than something that only has a few feet of range.
