First off, you can't interrupt a Macro and then have it continue where it left off by using Browse Backward.

What you should do is to break your Macro into 2 or more parts. Part #1 does all actions up to the point where you query the user for power status. Then, based on the user's answer, you must then execute Part #2 (Yes) or Part #3 (No).

A note about Browse Backward and its history.

Older Marantz Remotes allowed Jump Backward in an Action List along with other Jumps. However, on the TSU3000/7000, Browse Backward is considered a Special Action and may not be combined with any other item in an ActionList. Furthermore, Special Actions are not executed if the button containing the Special action is the target of a Link from another button.
