For THIS TV the first five groups are standard and only the last group of 4 digits actually varies.

There are other devices using this same first four groups, where both of the last two groups vary.

There are even some devices where some commands use this same first four groups and other commands don't (not to be confused with the more common situation in which clean learns get condensed to this form and dirty learns stay in the uncondensed form).

Of course most devices don't use this condensed form at all.

Does this
mean that the first four groups of the IR code
will always be the same for each Device?

Depending on what you're assuming within that question, the answer may be "No" because of a few obscure examples, or more generally "No". But anyway, it's not "yes".
