I am trying to get a discrete power code for an
Onkyo reciever.

I have no clue whether those exist.

Can one of
the .irp files in Make Hex be used to give me
some try codes for the Onkyo?

Use NEC1.irp

Onkyo mixes NEC1 and NEC2 codes, but you would have no need to search NEC2 because:
1) The only difference between NEC1 and NEC2 is the way extended duration is represented. The initial command is the same.
2) Discretes, if they exist at all, would certainly use NEC1.

Onkyo receivers mix device numbers 210.108 and 210.109, so you'd need to search two full sets of 256 commands and probably search them at least twice each (looking for discrete On vs. discrete Off). That's a lot of effort (and maybe some risk) all toward finding something that more likely doesn't even exist.
