You could use MakeHex.exe with the file GI4dtv.irp to produce the full set of 256 clean commands and then test/select from those. But (unless you do a LOT of testing) that requires knowing which functions have which numbers. That might be more work than you need to go through.

It is a common code set, so there are several CCF files available that have most of the command set for your 4DTV device, including some you say you don't have. For example:
