Thanks everyone for the great advice. The problem was not having DecodeIR.dll. Without it I had been making progress but hit some codes that required it. Now that I have both pieces in the same directory things are working fine.
One more quick question for John. When you said:

what is meant by "toggle 1" and "toggle 0"?
