And when I put these in IR Tool I get Device = 0 and Command
= 0 in both cases. Actually I seem to get Device = 0
and Command = 0 for all the buttons on the remote.

I guess I am used to codes which have a device and command
where the command changes with each button.

I am still learning here, hence the post, but is there
some other coding scheme being use here?

Are you using IRtool modified (i.e the modified version)? If so try downloading it again. I had to do this recently because I assume the decodeIR.dll was mistakenly removed or altered.
