The DVD signal you posted matches the discrete On command for a Panasonic DVD using Panasonic's second DVD code set. I'm surprised that it is a power toggle for your device, rather than a discrete On.

What do those do for your device?

Your TV IR signal matches the Princeton Monitor AF3.0HD in this CCF file:

That Princeto CCF file has these two discrete power commands:

900A 006D 0000 0001 01FE D728

900A 006D 0000 0001 01FE FE01

If the 0068 in your learned power toggle command is actually correct (vs. a learning error) then the 006D in each of those discretes should also be 0068. That values does not vary between commands. If it seems to vary, that is a learning error. Look at a few of your other learned signals for the same TV to see what the correct value is likely to be.
