After you've finished your entire viewing session by pressing the off button, it's obviously too late for anything else to be done.
What do you mean by a "leave action"?
If you're in the DVD Activity why do you need to "turn on the DVD player"?
Any command set as "Additional when Activity stops" is naturally sent before the device is turned off - which is what you want.
