To answer all your questions...YES.
It does have power discretes. It does have source discretes, and a few surround discretes (5 ch stereo, DD, stereo, direct) Also, it 'links" up the surround mode to each source...in other words if you select hall on your cd, then go to tuner and select 5 ch stereo, then go back to cd...it willl go back to hall. That's usefull if there are sources that you don't change the surround on (like DVD to DD). Oh...the 3802 automatically switches to DTS, when provided.
ON/off for the multi-room is available. Multi-room volume is available...both on the factory remote. I haven't played with it too much, but I don't think there are discrete source selection for multi-room, but I'll look into it....
