It may be a long shot but if you want to work at it I may be able to help you figure it out. Looking at various sources there are at least 10 different IR protocol and device combinations for the Matsui VCR. Some of those are probably VCR1,VCR2,VCR3 codes so you can use multiple VCR's in the same environment and control only the one you want.

If you can narrow down what device number/protocol to which your VCR responds, then the brute force method is to try all possible command codes (probably 256) for a given device.

If you have an One-For-All (OFA) remote then the setup code will tell us the first half(Protocol/Device). Then there is a process for trying all buttons in a setup code.

If you have a Pronto, I can decode a learned command and then you can use one of the Pronto hex generators to generate all 256 commands.

There are occasionally work-arounds. From Off try Play, Eject and a few of the control buttons and see if that will turn the unit on? Then you can develop a macro with the power toggle.
