Your IR543 could be getting to much direct sun light and interpreting that as an IR signal. As long as it receives what it thinks is an IR signal, the red LED will stay lit and it will continuously transmit a X-10 signal on your power line. If you find that it does not do this when it is dark, then the solution is to move it out of the light.

If it does this while dark also, you should exchange it because it is defective. Some units have a defect that locks on the LED all the time until it is unplugged.
