No. The Master must be used with a Slave for more-than-one-location use. However, many X-10 Masters (and singles) can be returned to the last-set level.

Come to think of it, it may be possible to use a non-dimming (i.e., fluorescent-capable) X-10 switch in series with a dimmer. (Neither need be 3-way for this.)
