A "simple dial..."? These circuits are fast, but it takes time for some processes to happen. The Hall Technologies analog delay that has been referred to here (NLA) is on the Markertek site with a price of $599- how much do you want to pay fo this?
This is the winning question. It's not that it isn't possible to build, but more so if the development and production costs would ever be recovered if it came to market. We'll definitely keep our eyes peeled to see what can be done and hope for an economical chipset to allow it to be priced realistically.
