Yes. We do fios/Pakedge installs this way all the time. Only thing we do differently is create a static reservation for the Pakedge router inside the Fios router. We always make it 192.168.1.2 and then put that address into DMZ. Then setup your dyndns address on the Verizon router, and you will then be able to VPN directly into the Pakedge network (And also get to the VZ router if necessary).

Another thing we do is enable remote admin on both routers- port 443 for the VZ, and 8443 for the Pakedge so you can always get directly to either router with just the dyndns address.
