The Amazon FireTV Stick remote is Bluetooth, not standard RF, which is why they need to be paired. IP control or OEM remote the only ways. The Amazon FireTV set top boxes have an IR receiver and there are codes available.

The Roku (or any other streaming stick) work the same way. For all the time and trouble, just spend the extra $40 and get the Amazon FireTV box and call it a day.

To answer your question, there are currently no ways to learn codes for RF remotes for any system as far as I know. The FCC controls that domain.
