Looking at the local networks with my computer, I see my landlords tv, DIRECT-NZ-VIZIOTV, I also see my Roku 3, DIRECT-roku-307. They use whats call WIFI-Direct. Its not Bluetooth. Previous roku like the roku xs used Bluetooth, its isn't compatible with roku 3, and vice-versa. I installed my landlords tv, and programmed his remotes.
