If you're in the US, consider a satellite dish. Really.
On the one hand, you have to ask for permission. On the other hand, they can't refuse you. On yet another hand, they're allowed to charge you a monthly fee to have it in place.
If you're in Canada, it may be different.
And are there TV antennas small enough that one would not "protrude" from building or balcony? Or do they just refuse to have them visible?
