Quite by chance, I've discovered that TCPIP works (after a fashion) in the simulator without any modifications such as Jon Welfringer's.  I'm using PEP 2.4.23.0.

I was working at a customer's this week and had my laptop connected to the same wireless network as the Prontos (all 9400s, no extenders, Global Cache and NetCom IP-to-Serial converters).  Checking a few code changes in the simulator I was surprised to hear the Denon AVR power up, and found that I had full control over that and the RussSound audio matrix.

It did seem intermittent: sometimes starting the simulator would result in network access and sometimes it wouldn't.  Unfortunately I didn't have time to investigate the particular circumstances any further, but I have since seen the same thing on a second system at another site.

I was aware from Jon's thread that the TCPIP code was already present in the simulator, but I wasn't aware that it was usable in a standard installation.  Has anyone else had experience of this?
