It may not be your issue but in the past I have had anti-virus software interfere considerably with USB. I recently installed the latest PeP on Windows 7 x64 and it worked first time, not even a reboot required. I use Kaspersky. Some other AV programs may have issues. It's worth turning your AV software off for a bit and redoing the install and seeing if that helps you.
