Sure there is, but the determining factor is really the hardware you use. Devices that can both send and recieve IR signals are called IR transceivers. Probably the most popular IR Transceiver is the
USB-UIRT. It will only set you back around $50, and is well worth it IMO. Software like
AIVMS can interpret keyboard and mouse activity and use the USB-UIRT to send IR signals based on the key or mouse button pressed to control IR capable devices like your projector. It can also create desktop shortcuts that send IR signals, so its perfect for those who do not wish to mess with a complicated and constraining front-end interface.
AIVMS basically turns you PC into a learning remote, and you can use any remote control, even a non-universal "dumb" remote, to control any AV device you want. The AIVMS software simply remaps IR signals received from the old remote to a new signal specific to your AV equipment.
PC control using an IR remote is also simple; templates for applications such as Vista Media Center, Windows Media Player, and Media Player Classic are included to get you started.
X10 control is just as easy with AIVMS, all you need is some inexpensive
hardware and you can control all your lighting and device power directly from your PC or with any IR remote control.
