Appliance module acting weird?

I have a 2pin appliance modle controllin my fish tank light and airpump. Sometimes when I send it and off command it make a fast double click sound and turns off and then immediately back on. I'm using a pronto to control it and haven't checked to see if it does it from the IR543 directly yet. Anyone see this before?

I've seen it before with some X-10 controled blacklights. If I remeber correctly it was a noise issue.
