Comparing Homelinc to the Ocelot Controller

Short of reading both manuals, is the Homelinc controller comparable to the Ocelot or is an apples to oranges comparison?

Homelinc cannot compare to an Ocelot. The Ocelot is a fully programable computer that can learn 1024 IR commands, control (with a PSC05 interface) X10, and so much more! Look here for information on the Ocelot and its modules:
