Fluorescents turn themselves on after turned off

Just installed compact fluorescent bulbs in lamps controlled by standard AM486 2-pin appliance modules. After turning them off via X10, about 5 seconds later they turn themselves back on. Presumably this is due to the module's local control, and defeating the local control should correct the problem, yes?

I have some of the original (20+ years old) brown BSR AM486's, and some recent, white Stanley branded ones. Is there any internal difference? Which would be the better choice to use for defeating local control for this application?
