Does there exist a sprikler/water timer over X-10? Is this practical, or should I just forget it and buy a regular water timer?

Yes, look at the PIC10 at [Link: homeautomationnet.com]Personally, I'm quite happy using a conventional irrigation controller and see limited benefit from tying it into the automation system. You can add the ability for the automation system to disable the irrigation by attatching a PUM01 [Link: homeautomationnet.com] to the timer's rain sensor leads.
