I'm an internet/VB programmer with no serial communications background. I'm trying to do a little X-10 coding for my CM11A using VB.NET. There is plenty of info on the protocol around but I just need a few snippets of VB to get going. If anyone has WIN32 API code in VB (not using an activeX control) that opens a comm port, and lets say turns on A-2 I would appreciate it. If I had the CM11A code code to do that, I figure with all the docs I have, I could figure the rest out. My goal is to get my place up and running over my web site.

You might want to take a look at Homeseer. It's a reasonably inexpensive software package that (among many other things) allows access to your home from the web.
