PC Power & Cooling make excellent "silencer" 12V 80mm (and 90mm I think) fans... I use them in my computer. In terms of computer fans inside computers, you can quiet noisy ones by rewiring them to use +12V and -5V (for 7V).

I have a 120v fan and plan to add a common dimmer switch to slow and quiet it.

Has anyone bought anything from the activethermal website seems like they have some good stuff. No prices that I saw though.
