RF bypass for DCT 2000. How to make it work?

Just got ATT digital cable with a Motorola DCT 2000. The box appears to have the optional RF Bypass switch on the back. I've hooked up my cable according to the manual at:

So how do I make this work?
I have gone into the setup menu and enabled RF bypass. No matter what I do, I can't get the VCR or TV to see anything not on channel 3. Both the TV and VCR are cable ready and could see 1-99 before the box was installed. How do I turn this mode on and off?
