Rowen, the proper method is to ground the dish mount itself, and the cable just before it enters the house.
The dish should be grounded using a #14 or larger (smaller number) wire run from the green screw (that should have come with the dish) to a driven ground rod using as straight a path as practible.
The cable(s) should be grounded using a grounding block, which is basically a (or a pair of) dual-ended female connector(s) in a metal bracket with a grounding screw, and also a #14 or larger wire. (use weather-proofed plugs, that have O-rings in them)
