I am looking for a learning remote control with a port to connect an external IR emitter.

? don't know what you mean. Do you want to plug the emitter in the remote? don't know any like that.

But there are a few remotes that do RF to a base station, and the base stations have IR emitter ports
...

Yes I want to plug the emitter in the remote. It's for my car, so I cannot use a RF base station. I would like to put the remote in my car, and the emitter in the trunk.

don't know of any, but it would be kind of annoying to have that cable going between the remote and the trunk. But there are some car radios that work that way (i.e. control a multi CD player in the trunk)

You can use a Xantech Receiver and emitter combo. I have done it before and it is 12vdc.
