I have heard that some Kenwood remotes do indeed send out a signal with a high frequency, but it usually also true that the receiver itself will respond to the normal low frequency Kenwood signal.
Your problem is how do you create that low freq signal in order to teach it to your learning remote, for this you would either need a regular Kenwood remote, or a universal that's programmed with the Kenwood code. Unfortunately, Kenwood is one of those companies that use functions from several different device codes in a single remote, which means that it's unlikely that you will find a universal that is programmed with enough setup codes to cover all of the functions of your receiver.
You could get a One For All "Cinema 7" remote, or the new Radio Shack 15-2104 remote, and use the 0313 and 0314 setup codes to program some of the Kenwood functions, but there will still be a few more missing. The 15-2104 also has a combo code called 1313 which might include a few functions not available in the 0313 and 0314 codes.
Hope that helped more than it confused! :)
