I'm looking for suggestions on a remote control that can emit signals to assigned devices without changing devices. In other words, one that sends volume signals to the receiver, and sends channel/menu signals to a digital cable box, all without hitting different device keys. Does this exist? Any help would be appreciated.

Most universals have this feature to some extent. Some call it "punch through".

The ones I know that will do this are the Sony RM-AV2000 and 2100, the RCA 1000B, Philips Pronto, the One for All 8000 series and AV Producers. I would bet most reviewed on this site will do that.

The MX-500 and MX-1000 from Home Theater Master also punch through.

Also, you can always learn commands directly to the buttons on most remotes. It should be simple to program receiver volume controls onto your cable box device page using either method.
