can you decode a pcf, as you could with a ccf to extract the hex codes?

You simply view the code on each button in ProntoEditNG and Copy 'n Paste.

Unfortunately, the format of the code when stored in the XML file is not like what you would expect from decodeCCF or when using CCFDecompiler. Therefore, you must resort to copying as Peter suggests.
However, if you are uploading files with IR codes only, please consider uploading CCF files versus PCF files for this exact reason. CCFs can be used by either remote type as well as several other PC software packages and remote vendors.
