I have a Europian Philips RF extender and I am wondering if it will work with the USA version Pronto's or only the Europian version pronto's and why??????

No - it uses a different frequency.

AS far as the IR goes, If I am willing to make my TSU3000 learn the remotes that I wish to replicate, would it work in the UK?

IR will work in either country so long as you learn the codes from the paticular countries devices.

I don't understand what you have said. IR is exactly the same the world over. There is no concept of learning from a particular country's devices.
