Can the Phillips RFX6000 IR repeater be used with a non Phillips remote control? Want to use it with my Comcast universal remote but don't have a clue as to how (or even if) this is possible.

It's not a repeater it's an extender. The IR "extender" is designed to receive RF (from a Pronto remote) and then translate the signal back into an IR code. While the RFX MIGHT work with another remote, that remote would need to output RF - I doubt your comcast remote is RF capable.
