Well, not exactly. There are no universal remotes on the market capable of learning and controlling RF devices.
Pronto RF is intended for the sole purpose of communicating with the extender, which in turn retransmits the signal in IR format. There has been VERY limited success in controlling RF devices directly in Europe/England, which I assume is the case with you. In order for this to happen, frequency and many other factors have to match up (you have to get real lucky). The ONLY thing I remember working is European X-10 devices.
