how and where can i get discretes for a panasonic pt-53wx53 monitor. i can only find them onthis site as part of a NCF. file and i cannot open it.

Did you find the ones that are in the file section of this web site. Not the ncf, ccf, type of files. But a section just for discrete codes, where you can copy and paste the codes from the site to pe.
