OK, I have learned alot. But what exactly are the phantom keys on the 15-2116?

"Phantom Keys" are a concept that only exists in the JP1 world. If you are a JP1 user, you should ask this question in the JP1 group, if you are not a JP1 user, you don't need to worry about phantom keys as you can't use them anyway

I am becoming familiar with the JP1 world. I have successfully created a couple of upgrades for my 2 remotes. Still fumbling around some, but wanting to learn more.

A-ha, so you are a JP1-er. Phantom keys are keys that don't really exist. Even though a particular remote may only have, let's sat, 40 buttons, it could in theory handle many more. Phantom buttons use button codes for which there isn't really a physical button.
We use phantoms to program key moves for functions that we only want to use in macros, and never need to use via a real button, such as discrete power codes, etc
