Does a learning remote (RS-15-1994 or Cinema7) have to have the proper device programmed in order to learn commands?

For instance - in another thread I mentioned that I can't get my receiver to work even though I tried code search and every RCA code under the sun.

If I set the remote to a non-working RCA receiver code, could I then "train" it using the learning functions? All I really need it to do is to switch input signals, turn volume up and down and mute...

Sure. Learning will overwrite whatever is on the button -- so you could learn an RCA receiver code over a Sony TV pre-programmed code. But remember you can only learn a couple dozen signals!
