I can run neohacker and change the startup...but no matter what I do I can't actually save the hacked version. It seems like it is being saved but it is not. The file is nowhere on the PC and if I try to close neohacker it tells me the file wasn't saved. I am runnin WIN98 2nd edition and have the JRE version 1.4 installed.

I had the same problem with WindowsXP pro. I shut down and restarted the PC and the problem went away.

I never had that problem, but you can try NeoSynch v1.2 that is in the file section if all you need to do is move a device to the overview. Just remember to save your file first!
