I am building a custom truck and would like to control all the elctronics via a wireless remote (such as the Phillips Pronto or a PDA). I need to control the ignition, door poppers, windows, headlights, airbags, etc (somewhere around 15-18 functions). Autoloc sells a keyless entry system that will do this however, it uses a 4 button remote which makes it very difficult to control 18 functions. In addition, it has code-rolling technology which prohibits universal remotes from learning the codes. Has anyone seen this done and if so how was it done? Any suggestions on how to make this work?

You should seriously look at Crestron. Used gear can be found on Ebay for very reasonable prices.
An ST-CP with one or two ST-IO's would be ideal, and (when you can find them) usually go for around $300. This would give you *RF* control, which would be far superior to IR in an outdoor environment. Crestron makes a few buttoned RF remotes, including a new waterproof one, or you could opt for one of their touchscreens -- how cool would that be, at a car show :-)
If you prefer to use only new equipment, but spend less money than for Crestron, you could use a Pronto or MX-700/800. Then use either an Adicon Ocelot/SECU-16 or Xantech CC62 to provide the relay outputs.
