After reading both manuals, I believe what I want to do will work but am not sure. Can the RFX9400 be the access point for the control panel to communicate to the RFX9600.

From what I understand, no, it cannot. You will need wired network access. The RFX9400 can either act as an access point in Standalone mode or can operate connected to a wired network. It cannot, however, be used as the access point for the RFX9600.
I've got an RFX9600 and have it connected to a Linksys 5 port switch along with my Escient DVDM and my Media PC. This switch is then connected to a Linksys WAP54G.
