there's a rattling noise coming from the remote when I movie it. Is this normal? I'm thinking maybe it's the pick up sensor, but it's very annoying.

It's normal and yes it's the pickup sensor. They had to go with this solution since they couldn't use mercury for environmental reasons. You will (hopefully) get use to it with time.

ok thanks, now I need to figure out why I have to press the buttons twice until the DVR responds. I'm trying to change the delay but it seems that it can't go lower than .1.

You probably need to adjust the Duration not the Delay.

I have been playing with the duration and it has not helped so far. The RFX9600 is receiving the commands, but there seems to be a delay in the IR transmitter because that light does not go on. For example when I press the down button repeatedly the busy light is on, but the IR light only turns on for every other press. Basically it's only consistent if I wait 2 seconds between each press. Also I cannot hold down the button and keep going down the guide, like I can with the original remote.

(BTW I know it's not the cable box because I can go down very fast with the original remote)

I switched to the DCT6412 DVR in the database, instead of my QIP6416 (learned) commands, and everything is normal now. I wonder why it wasn't this smooth with the learned commands.

Probably because the codes you learned were not "clean". For a guide on the best procedures for learning, see the Classic Pronto FAQ starting here...
