To answer myself...
I finally got it working.
If you translate Japanese English to American, you will see answer right in the manual (page 3). Unit will not accept RS232 commands unless set into terminal mode. When set, it will not accept IR commands. Hard power off resets terminal mode to off. Therefore I suggest every P-ON command starts with terminal enable command...
Now, If I had any luck with controlling Pantel mirror TV, that would be peachy...
