Sorry OTAHD Addict: I wish I could help you with your situation, but I DID figure out how to get my CM4228 to pull in Toronto, Hamilton AND Buffalo without the use of a rotor:

I removed the reflector, or the back part that looks like a BBQ grille, and put it back up on my tower (35 ft in the air) with the front facing Buffalo. With a little fine tuning I'm getting EVERYTHING on Daniel's guide except CKXT 15 Hamilton and CITY 57 Toronto.

I'm in south St. Catharines, near the canal and GM (I can actually see GM when I'm up that high) so if anyone out there is looking for something inexpensive that works, I would recommend the CM4228. You could probably get an 8 bay without the reflector on it, but this was trial and error, and it worked.
