Try this.
If you look closely in the manual, there is a switch on the back labelled '1 2 3' that one might think is used to specify the Channel ID as 1,2,3 as was done with the older RFX6000/6500's.
This switch only applies as Channel ID/Number if the mode of the extender is set to 'Standalone' (controlled by another switch on the unit). If in Network Mode, this switch has implications as to whether the unit is ready for use, etc...
If you've done all this, then I'd suggest asking for a new unit. I seem to recall Dave D'Arche had a problem like this and had to set the switch to 1 or 2. I can't recall which it is.
Also, make sure you install the latest firmware on both the TSU9600 and the RFX9400. Updates in both places are required.
