1/ Usually. Sometimes delays and durations need to be changed. And interference can be a problem - such as cheap halogen light transformers and being too close to speakers.

2/ Learning has nothing to do with the repeater. You learn exactly the same way as you do now - directly from your Pronto. You don't switch anything back.
